The Contract Engineer position is part of the Procurement department, which aligns it's ambition with the overall strategic goals of the organization. The focus is on growth, innovation and, ensuring a seamless supply chain for goods, materials, and services. The goal of the Procurement team is to improve the total cost of ownership, leverage buying power, and reduce procurement costs while delivering value to the business.
The Local and Regional Procurement teams are part of the Global Corporate Shared Services organization. They aim to establish efficient operational processes, maximize value for money in procurement, and maintain a high level of performance and service for all customers. The Contract Engineer vacancy will report to the Tactical Buyer Turnaround Geleen.
Role Purpose & Responsibilities:
• Coordinate the relationship between the stakeholders and key suppliers, optimizing conditions both internally and externally.
• Implement, monitor, and manage new or extended turnaround contracts in accordance with procurement procedures to ensure service availability, quality, and lowest Total Cost of Ownership (TCO).
• Support in contracting and commercial activities, collaborating with the Tactical Buyer TA when necessary.
• Align deviations from the standard conditions with Legal.
• Take responsibility for and coordinate commercially focused turnaround projects, ensuring the best value.
• Create purchase orders related to service contracts, negotiate optimal and commercial conditions, and oversee expediting and proper payment.
• Manage complaint handling and claims, and stay informed about market dynamics.
• Ensure compliance with the Procurement policy and procedures, promoting integrity.
• Maintain accurate contract and purchase order records, report savings, and ensure legal compliance and control.
• Provide operational support and resolve critical procurement issues.
• Drive continuous improvement and change management initiatives, sharing procurement process knowledge and policies with internal stakeholders.
The role of the Contract Engineer is focused on competitive bidding for contractor services related to turnarounds. The processes can be complex, requiring clear specifications and compliant actions while under business pressure. The main goal is to secure the best value through contracting while meeting business needs and ensuring compliance.
The Contract Engineer will be based in Geleen and will act as a procurement business partner, collaborating closely with internal customers and procurement colleagues to deliver value efficiently and in full compliance with the companies Procurement Policy.

The ideal candidate for this role should possess the following qualifications and competencies:
Qualifications:
• Bachelor's or Master's degree (HBO+) in commerce, business administration, engineering, or a related field.
• Preferred certification in Procurement (NEVI, CIPS).
• 5-10 years of experience in Procurement, Supply Chain, or Customer service.
• Knowledge of procurement procedures, processes, and work methods.
• Familiarity with manufacturing processes and raw materials.
• Fluent in English and Dutch, both verbal and written.
• Proficient in ICT, including business management systems, ERP systems (such as SAP), and Office applications (Word, Excel, PowerPoint).
