The computer comes without an operating system. When you turn the computer on it will likely ask you for a bit-locker key.
This is because the previous Windows installation was encrypted and the office took out the encryption key. Dell offers a little tool that will enable you to download an operating system and put it on a USB drive. You will need to install the operating system using that USB drive. This tool is called 'Dell OS recovery tool' and be found online for free.
